Job Title: Associate Director, Technical Assistance & Strategic Results Utilization

Job Description

  • The Associate Director, TA, Systems and Strategic Results Management, will report to the Principal Investigator and will be responsible for managing and leading the provision of high level high-level technical assistance and dynamic data use for systems strengthening and adaptive program management.
  • S/he will lead direct project-wide deployment of total quality leadership and accountability (TQLA) and work closely with the Principal Investigator and other project directors to support GoN leaders to adopt enhanced project management approaches that will lead to a strengthened health system.
  • S/he will provide mentorship to project staff and a team of senior project staff to ensure program quality and strong local capacity development towards sustainability.

Job Responsibilities

  • Provide technical leadership and mentorship to project team members and facilitate technical capacity assessments in efficacious, evidence-based HIV prevention, care and treatment.
  • Provide technical guidance in strategic information use and mapping to inform program targeting and adaptive program management across different geographic areas in project states.
  • Provide technical support to consortium team members, state government, LGA and site level staff to expand and improve HIV prevention, care and treatment approaches using evidence-based innovations that align with national guidelines, PEPFAR guidance and international standards.
  • Lead technical support to local implementing partners to identify capacity gaps in line with project deliverables and design capacity building of service providers and managers through trainings, orientation, mentorship, supportive supervision and other innovative approaches for quality service delivery.
  • Provide technical assistance to the project in planning and implementation of integrated services, efficient expansion of project reach and strategic resource mobilization for achievement of project results.
  • Provide technical guidance to the various state and LGA stakeholders to strengthen capacity of local health systems, partners and communities to deliver quality health services.
  • Provide technical guidance / assistance in Improvement Science.
  • Provide technical guidance / assistance in management of human resources for health at all levels.
  • Represent FHI 360 at National and International events.
  • Perform other duties as assigned.

Minimum Requirements

  • Candidates should have a minimum of a Bachelor’s Degree in Medicine or a related discipline
  • Candidates should also have a Master’s Degree or higher qualifications in Epidemiology, Public Health, or a related discipline.
  • Minimum of 9 years relevant experience in project-level or state/national-level Monitoring and Evaluation in large HIV/AIDS programs at national or international level.
  • Minimum of 12 years of experience designing and implementing public health programs in Nigeria with practical experience in HIV/AIDS programs.
  • Minimum of 8 years of management and/or strategic leadership experience.
  • Firsthand knowledge of the Nigerian health system, stakeholders and actors.
  • Demonstrated ability to critically appraise situations and design strategic interventions.
  • Excellent report writing, analytical and communication skills, including oral presentation skills and in-depth knowledge and experience in USG/PEPFAR reporting requirements.
  • Extensive experience in knowledge management and dissemination of research findings.
  • Certification in Quality Improvement Science would be an added advantage
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
  • Ability to represent FHI 360/Nigeria to donors, government officials and the NGO community.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English communication, including presentation and training skills.

Job Description

  • The Associate Director, Strategic Information provides leadership in all monitoring and evaluation (M&E) and research activities for the FHI 360 Nigeria.
  • S/he leads in the provision of technical inputs to improve and facilitate the delivery of sound technical assistance in M&E, including to the Government of Nigeria (GON) and United States Government (USG) upon request.
  • S/he collaborates closely with other major Stakeholders in the implementation and improvement of the National M&E effort in Nigeria.

Job Responsibilities

  • Provide technical leadership in M&E systems design and implementation and be responsible for the overall management of the M&E Department.
  • Lead and provide technical inputs to improve and facilitate the delivery of sound technical assistance in M&E.
  • Develop and implement appropriate guidelines to support CDC/Nigeria, Government of Nigeria (GoN) counterparts and CDC’s Implementing Partners in conducting M&E and reporting results, contribute to national data collection and information systems, ensure data quality.
  • Provide technical support to GoN’s surveillance and public health evaluation efforts, and upon request collaborates closely with other major multilateral and bilateral partners to participate in the implementation and improvement of the National M&E effort in Nigeria.
  • Provide overall management and provision of technical inputs to improve and facilitate the delivery of sound technical assistance and data quality in M&E.
  • Facilitate deployment and use of electronic medical records system at FHI 360-supported sites.
  • Take a leadership role in all QA/QI processes within FHI 360 Nigeria and among FHI 360’s Implementing Agencies.
  • Strengthen the capacity of the FHI 360 M&E Team, and of FHI 360 technical staff in general; stay alert of the latest best practices in M&E to ensure up-to-date service delivery by the FHI 360 M&E Team.
  • Foster FHI 360’s relationships with key counterparts at National level, especially from the National Action Committee on AIDS and of the National AIDS and STI Control Program, to facilitate synergies and guarantee harmony between FHI 360 and GON M&E activities.
  • Supervise and support the data management, analysis and quality management-related initiative undertaken by M&E staff at the country office. In particular provide guidance in the development and/or adaptation of M&E tools, in the monitoring of their day-to-day use, and in their modification.
  • Provide sound technical leadership in the FHI 360 Quality Management System (Standard Operating Procedures, Process Flowcharts, Forms), in the FHI 360 data flow (processes and procedures for data flow, collecting forms), and for the design, update and use of the FHI 360 databases.
  • Review, validate, share and present regular FHI 360 M&E reports, to be used by various stakeholders (health workers in service delivery points, public health practitioners in GON or USG, technical officers and management in FHI 360).
  • Develop concept papers and research papers to improve and or extend existing monitoring and evaluation activities.
  • Represent FHI 360 at National and International events.
  • Perform other duties as assigned.

Minimum Requirements

  • Candidates should have a minimum of a Master’s Degree or higher qualifications (MB.BS / MD / PHD) or similar Degree.
  • Candidates should also have a minimum of Master’s Degree in Demography, Economics and an MPH or similar Degree
  • Minimum of 7 years of relevant experience with at least 5 years progressive experience in project-level or state/national-level Monitoring and Evaluation in large HIV/AIDS programs at national or international level.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is required.
  • Sound practical knowledge of statistics and the use of statistical software.
  • Proven experience in project development, planning and facilitating technical training.

Job Title: Senior Technical Advisor, Laboratory Services

Job Description

  • The Senior Technical Advisor-Laboratory provides leadership in implementing high quality laboratory services including building laboratory capacity at health facility sites to combat HIV, TB, malaria and other infectious diseases.
  • S/he will provide support to SRs in specific target states to improve the quality laboratory services available in health facilities in line with National guidelines.

Job Responsibilities

  • Provide technical leadership and technical support related to the laboratory services and management component of HIV/AIDS care and treatment in the designated zones for the Nigeria bilateral project
  • Coordinate the design, planning and implementation of the laboratory component of HIV/AIDS care and treatment, including ART, in collaboration with state and community level project clinical staff, laboratory specialists and state and local agencies in Nigeria.
  • Provide technical assistance in capacity building for laboratory services at the designated states of activity implementation and other settings as appropriate
  • Carry out quality control functions/ activities, in collaboration with the state team, of the labs, including quality control inspections schedules and the collection of quality control records; ensure the availability of high-quality documentation.
  • Develop quality control and quality assurance systems in collaboration with existing personnel and systems and ensures related documentation, training and monitoring.
  • Review and monitor QA and QC activities of the Laboratory in order to determine conformance with established policies, national regulations, and accreditation requirements.
  • Develop guidelines, tools and recommendations related to the implementation, monitoring and quality assurance of laboratory services for TB care and treatment, malaria care and treatment and opportunistic infections (OI) in collaboration with technical staff within AHNi and at national, state and local agencies in Nigeria.
  • Develop lessons learned from activities related to laboratory services and management for HIV/AIDS care and treatment and apply these lessons to improve both existing programs and the design of new programs
  • Remain informed on new findings in the field of laboratory technology that relate to HIV/AIDS, OI, malaria care and treatment by reviewing current literature, and draws implications from research for program activities
  • Develops concept papers and research papers to improve and or extend existing laboratory activities Support the Project Director in managing the FHI 360 Laboratory Services Department, defining strategies, goals, objectives and working plan, and monitoring their implementation.
  • Supervise and mentor other AHNI lab staff both at the HQ and state offices to improve and maintain high standards of performance in all their local laboratory activities.
  • Play a key role in facilitating and maintaining complex collaborative lab programs with international partners perform other duties as assigned.

Minimum Requirements

  • Candidates should have a minimum of a Master’s Degree in Laboratory Sciences, Biological Science or related Degree with 7 to 9 years relevant experience
  • Having a Doctorate Degree in Laboratory Sciences, Biological Science or related Degree is an added advantage
  • Minimum of 5 years of relevant experience in laboratory setting of which 3 years must be on a HIV laboratory management donor funded program
  • Candidates should have a Certificate/license to practice as a medical laboratory scientist is required
  • Experience in a clinical laboratory setting and working in a donor funded program is required
  • Proven experience in project development, planning and facilitating technical training.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable
  • Familiarity with USAID and PEPFAR programs is as advantage.
  • Knowledge of health and development programs in developing countries in general and Nigeria specifically
  • Excellent working knowledge of laboratory equipment and techniques for the following categories of assays: HIV rapid and confirmatory testing, hematology, biochemistry, CD4/CD8, HIV viral load, HIV DNA qualitative test, HIV viral resistance (genotype and phenotype)
  • Good working knowledge of laboratory equipment and techniques for the microscopic identification and culturing of different TB species, and drug resistance tuberculosis (MDR-TB)
  • Experience in the management of laboratory services, particularly health facility-based services, including quality assurance systems, laboratory analysis, and interpretation and reporting techniques based on best practices, quality management practices and safe work practices.
  • Knowledge of laboratory service and management issues related to the clinical management of HIV/AIDS, including ART Knowledge of laboratory service and management issues related tomycobacteriumDrug resistance Tuberculosis (MDR-TB).
  • Knowledge of laboratory service and management issues related to Opportunistic infection (OI) and malaria.
  • Knowledge of District Health Information System (DHIS) and) is required Ability to work well with others and develop and maintain compatibility among project staff, project collaborators, subcontractors and consultants.
  • Outstanding organizational skills and the ability to handle multiple projects simultaneously while meeting deadlines.
  • Must be able to work independently, and as part of a management team Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections.
  • Ability to represent AHNi to donors, government officials and the NGO community.
  • High degree of proficiency in written and spoken English communication, including presentation and training skills.
