Job Title: Supervisory Special Consular Services Assistant

Main Responsibilities

  • Incumbent serves as Mission expert on matters of Nigerian law and provides expert legal oversight for Special Citizen Services (SCS) and citizenship services.
  • As an expert in this function, the incumbent performs the full range of the most difficult, responsible, and specialized aspects of SCS duties, including deaths, arrests, management of emergency medical and dietary assistance or repatriation accounts, and other emergencies.
  • She/he requires a minimum amount of supervision, and Consular Personnel can rely on his/her knowledge, tact, and good judgment.
  • She/he provides considerable technical guidance to lower-grade employees and newly arrived Consular Officers.
  • The position directly supervises one Supervisory ACS Assistant and indirectly supervises four Passport / Citizenship Assistants.

Minimum Requirements

  • Candidates must have a minimum of a Bachelor’s Degree in Humanities, Psychology, Law/Criminal Justice, or Behavioral Sciences.
  • Must have a NYSC Certificate or Exemption document is required.
  • Minimum of four years of relevant work experience in consular, legal, or dealing with the public or other related work experience;  one year of which must be supervisory experience.
  • Professional knowledge of the Nigerian legal system is required. Must have knowledge of all applicable international conventions and treaties, including the Hague Convention on International Child Abduction.
  • This may be tested. Applicants MUST address ALL language proficiency requirements to be considered.
  • Fluency in Oral and Written English.
  • Communication, interpersonal, planning, and organizational skills to serve as a unit supervisor.  Drafting, analysis, and legal skills to serve as the Section legal expert.
  • Stress management, customer service, and flexibility to work in a high-stress environment during peak season and in times of emergency or crisis.
  • Ability to deal effectively with the public and ability to solve problems. Excellent drafting and typing skills are required.

Main Responsibilities

  • The job holder performs the compilation of individual reports from Surveillance Detection Unit (SDU) personnel and other sources at the U.S. Mission in a standard format.
  • S/he is responsible for input of suspicious incident reports, images, and investigative material into an information systems database, retrieving and extracting reports of data, reviewing data to identify trends, patterns, circumstances, frequency of events, and preparing analysis documents for the RSO.

Minimum Requirements

  • Candidates must have a minimum of an SSCE certificate.
  • A minimum of 2 years of military, police, or private experience in the field of security is required.
  • Knowledge of surveillance techniques, as well as awareness of cultural norms and customs, is required.
  • This may be tested.  Applicants MUST address ALL language proficiency requirements to be considered.
  • Good working knowledge of Reading/Writing/English is required.
  • Basic computer skills are required, including keyboarding skills with accuracy, and the ability to use the Microsoft Office suite is required.
  • The ability to analyze and organize a variety of data and write coherent reports is required.

  • NGN3,652,290 Annually

COVID-19 Requirements for Eligible Family Members

  • As required by Executive Order 14043, Eligible Family Members who will be employed on a Family Member Appointment (FMA) or a Temporary Appointment (TEMP) are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
